Utvidelse av CO2-terminal
The Northern Lights Landanlegg Fase 2 project involves the expansion and development of the CO2 reception, intermediate storage, and injection facilities located in Øygarden municipality. The project aims to increase the overall capacity of the land-based terminal to handle liquid CO2. Similar to Phase 1, Phase 2 will establish facilities across several affected properties, specifically on cadastral parcels 241/180, 241/237, 241/238, and 241/257 within the Energy Park area.
Grunnarbeid og infrastruktur
Construction work in Phase 2 encompasses extensive groundwork and foundation work to support storage tanks and processing equipment. The scope includes installing storage tanks, pumps, loading arms, and piping networks. In addition, internal roads and fencing will be constructed to support site operations. A new transformer station will also be established as part of the project. This station falls under energy regulations and is therefore exempt from the planning and building act's usual requirements, streamlining its development.
Design og fremdriftsplan
The detailed engineering and design are being carried out by Multiconsult Norge AS, which also serves as the responsible applicant for regulatory approvals. The independent control responsibilities for the engineering designs are currently being finalized. The implementation schedule is set to commence in the second quarter of 2025 and continue through to the second quarter of 2028, with plans updated regularly to reflect the project's status.
Regulatoriske unntak og krav
Regulatory considerations include compliance with fire and explosion protection laws, which dictate application requirements for certain facilities. However, some installations, while subject to application procedures, are exempt from certification and control mandates. Temporary construction roads are also integrated into the project and are exempt from application requirements under specific legal provisions. These regulatory nuances help facilitate a timely and compliant construction process.
