The triangular plot between Tunellvegen and Ringvålvegen, previously excavated in connection with the Metrobuss project, has faced significant delays in its development due to disagreements over the establishment of a new pedestrian and bicycle path. The planned Bunnpris store, part of this development, may only be completed by 2024 at the earliest. IK Lykke Eiendom AS, led by Property Manager Tor Arne Moe, has expressed concerns about the area remaining unused.

The primary contention causing delays stems from the municipality's requirement to construct a new pedestrian and bicycle path from Lund bus terminal to the intersection at Ringvålvegen/Tunellvegen before any buildings can be occupied. IK Lykke Eiendom AS considers this condition unreasonable, as it implicates multiple private landowners who would have to cede property, potentially through expropriation. Despite alternative pedestrian and bicycle routes already existing, the municipality has maintained its stance, leading to significant delays.
Godkjent reguleringsplan med motstand
A detailed zoning plan for the area was approved by the city council in April 2020. However, IK Lykke Eiendom AS's appeal against the decision was upheld by the State Administrator in August due to the stringent requirements imposed by the municipality. Despite this, the city planning office has reintroduced the matter with the same stipulations. The municipality has suggested a compromise where only a sidewalk on the south side of Ringvålvegen may be regulated without sequence requirements, provided the county's planned pedestrian and bicycle path on the north side is deemed adequate.

The project faces further delays as IK Lykke Eiendom AS insists on connecting the existing pedestrian path to the highway system towards Kattem. The lack of control over the project's timeline accentuates concerns about the area remaining a fenced-off construction site indefinitely. The development will be reconsidered by the building council on March 1. Regardless of the council's decision, construction may not commence for some time. If progress is made, residential and commercial building could start in the first half of 2023, with the new Bunnpris store ready by 2024 at the earliest.
