The project involves enforcement of sequence requirements along Ringvålvegen, near the Solberg deponi and development areas Øvre Solberg and Vestre Lund. Trøndelag fylkeskommune insists on the prior construction of a noise barrier and a dedicated pedestrian and cycle path before any deposition of clean masses can commence at the deponi site. This is to maintain and improve traffic safety in the area.

Solberg deponi requested a three-year postponement of these sequence requirements, citing a shortage of suitable mass material onsite and a dependency on delivery of external masses in order to fulfill the construction obligations. However, both the regional municipality and local authorities remain firm in their position, emphasizing the critical need for these infrastructure measures for vulnerable road users including cyclists, pedestrians, bus passengers, and schoolchildren along this heavily trafficked county road segment within Trondheim municipality.

There are additional large-scale regulated development plans in the vicinity, specifically Lund Vestre and Øvre Solberg, which also include similar sequence requirements for pedestrian and cycling infrastructure. Granting a dispensation to Solberg deponi is feared to create a negative precedent in adjoining areas, potentially worsening traffic safety. The regional authorities express readiness to challenge any dispensation approvals to safeguard long-term traffic safety and infrastructure standards in the district.
