The Kattem Torg project is a development initiative by Coop Midt-Norge and Rostinvest AS to build a new district center in Kattem, Trondheim. The project includes approximately 1650 square meters of commercial space primarily for retail and around 100 residential apartments integrated into the complex. The design combines housing blocks positioned above grocery retail, a configuration often referred to as "sokkel-arkitektur."
Kritikk mot massiv sokkelarkitektur
The City Planning Office (Byplankontoret) has issued critical feedback on the current proposal submitted in August 2025, stating that it needs substantial revisions before approval. They argue that the plan contradicts Trondheim’s recently adopted architecture strategy and the municipal comprehensive plan (KPA). Specific architectural concerns include the dominant and bulky base or podium (sokkel) of the building, which is considered too massive and closed-off, negatively impacting the building's interaction with its surroundings. They suggest reducing the podium’s height or area to better integrate the commercial and residential components and to promote more open and active facades.

Regarding outdoor spaces, the planning office highlights shortcomings in the allocation of recreational and communal areas. The proposed rooftop outdoor area above the grocery store has been counted as part of the public open space, but the office argues it does not adequately contribute to the neighborhood’s livability since it lacks accessibility and can feel private due to proximity to balconies. They emphasize that ground-level spaces must remain accessible to the public without barriers and that more space should be preserved for play, recreation, and social interaction. These aspects require clear regulatory provisions to ensure the area remains open and inclusive.

The Kattem Torg district center is viewed as highly significant to local residents, increasing the importance of achieving high-quality urban design. The City Planning Office is currently awaiting the developers’ response on how they intend to address the requested changes and proceed with further planning.
